Every district operates its own dedicated emergency network. District administrators create unlimited custom agency categories and agencies, register their schools, and issue independent station links. Alerts never fall back to an agency from another district.

Independent District Architecture

1. Super AdministratorCreates and controls district tenant accounts. The super administrator does not centrally route school alarms.

2. District AdministratorCreates the district's own agencies, station links, schools, agency assignments, and responder setup.

3. Dedicated Alarm NetworkSchool alerts, kiosk alarms, Firebase devices, photos, histories, and reports are filtered and validated by district ownership.
